Frances Catherine Mosier was born on June 1, 1937 at Booneville, Missouri to William Wesley and Hattie Elizabeth Allen. Frances passed away at Select Specialty Hospital in Oklahoma City on April 25, 2009 at the age of 71.

Frances was the loving mother of five children: Michael Allen, Donna Gail, Linda Denise, Tammy Louise, and Roy Victor.

Frances made her home in Oklahoma City, Oklahoma. She attended the Kentucky Avenue Baptist Church in Oklahoma City. Frances worked many years as a waitress and a homemaker. She enjoyed sewing, knitting, reading and quilting.

Frances was preceded in death by her son Michael Allen and four brothers: Marion Allen, Billy Allen, Melvin Allen, and Richard Allen.

She is survived by her daughters: Donna Gail Kenney of Moore, Oklahoma; Linda Denise Whittle of Oklahoma City, Oklahoma; and Tammy Louise Reffner of North Highland, California; her son Roy Victor Mosier of Woodward, Oklahoma; her brother James Wesley Allen of Washington, her sister June Allen of Florida, 6 grandchildren, 7 nieces, 1 nephew, and a host of family and friends.
